NCAA Appraises Aviation Fuel Suppliers

The Nigerian Civil Aviation Authority (NCAA) conceivably acting on the strength of claims that petroleum marketers supplement aviation fuel with kerosene said it will carry out official registration of all the Aviation Fuel Marketers.

Capt. Muhtar Usman, the Director General of the Regulatory Authority has signed all the modalities and prerequisites for registration in readiness for the exercise.

 

It is expected that all existing aviation fuel suppliers will be required to register and regularise their operations with the NCAA while new entrants will file fresh application with the same requirements.

 

The DG therefore charged relevant departments and officials of the Authority to quickly meet with the marketers and all the stakeholders to sensitise them on the guidelines and requirements for registration prior to the exercise.

 

The agency said during the meeting, inputs and observation on the guidelines will be welcomed and discussed by all the parties concerned.

 

To register as an aviation fuel supplier, an application should be written and addressed to the Director General, Nigerian Civil Aviation Authority (NCAA).

 

The application shall be signed by the lead promoter or Chief Operating/Executive Officer of the company and the airports/terminals where it intends to operate.

 

This application must include the names and full address (es) of their technical partner(s) with copies of relevant agreements.

Evidence of certification or licence duly issued by the Department of Petroleum Resources (DPR) should be attached.

 

After fulfilling the requirements, the applicant shall be required to obtain technical/quality approval from the Directorate of Airworthiness Standards (DAWS) and approval/attestation of adequate fire cover/protection from the Directorate of Airspace and Aerodrome Standards (DAAS) of the NCAA.

 

This shall be accompanied by evidence of space allocation in each airport of operation by the Federal Airports Authority of Nigeria.

 

In addition, when all these requirements and others not mentioned, the operations facility/installations of the applicant shall be inspected by NCAA officials pursuant to registration.

 

Upon satisfaction that the applicant has demonstrated the ability to render safe and efficient service, the Authority will issue to the applicant a Certificate of Registration.

 

Subsequently, regular monitoring and inspections shall be carried out on the company’s facilities and operations while the validity of the Certificate shall be two (2) years.
