The Nigerian Upstream Petroleum Regulatory Authority (NUPRC) revealed this on Monday, 10 months after the deal was announced. In a statement during an event in Abuja, NUPRC, Chief Executive Officer, CEO Gbenga Komolafe said the Shell deal “could not scale (the) regulatory test,” without elaborating.
