The Centre for Citizens with Disabilities, CCD, has demanded for comprehensive implementation of the Lagos State Special Peoples Law, LSSPL, as study shows most public building are not disability friendly thus Inhibiting access of People With Disability to such areas.
The CCD stated that the LSSPL, has provided a level of participation of People With Disabilities, PWDs in some socio-economic activities and inclusive political participation.
A report made public in Lagos by the CCD, on ‘Compliance of Public Institutions in Lagos State to Provisions of the Lagos State Special Peoples Law” by David Anyaele executive director CCD, which assessed the compliance level of public institutions to the LSSPL as well as explore the social context in which PWDs are currently existing in the State as well as their accessibility to public buildings and spaces, though revealed some level compliance of Ministries, Departments and Agencies, MDAs to the law, but added that much work needed to be done.
David in the study which was supported by Ford Foundation,reported that all MDAs have in some ways ensured walkways, driveways (special parking lot, for PWDs.
The study identified some of the challenges faced by PWDs to include poor accessibility of public spaces and buildings, inequality, financial needs, unemployment and stigma among others.
The study however called for better interpretation of the law as there are still lapses in accessibility of some public spaces as most public facilities are not disability friendly.
David said PWDs still face preventable challenges due to their condition.
It called for reorientation of MDAs in the LSSPL to ensure that issues affecting PWDs remain important and more importantly increase the level of knowledge of the LSSPL to better ensure compliance.
“It is important to note that challenges faced by PWDs remain one that can only be successfullymanaged through a multi-sectoral approach. Even though there is established disability office in LASODA, other MDAs should be made to see their role in the implementation of the LSSPL. This could be done through consistent advocacy and sensitization so as to ensure inclusion of PWDs” David said.
