….Track Gas Flare Out Indulgence

Yemisi Izuora

The Department of Petroleum Resources, DPR, has announced plans to go digital in its operations to enhance efficiency in all its regulatory deliverables and accelerate recovery of outstanding revenues due to government.

The project when fully operational will improve regulatory service delivery to stakeholders, promote transparency and effective monitoring of the oil and gas industry, improve ease of doing business in the industry in alignment with recently signed government executive order 001 and upgrade the agency’s operational standards to world class level.

The areas to be digitalised include the Import and Export Permit, under which the administrative process of issuing Import and Export permits of petroleum products would be automated. This will ensure timely and transparent automation for ease of obtaining permits for such businesses.

Also the Fiscal Payment Administrative System, FISPAS, would be reengineered to enhance collection of government revenue, like royalty, concession rentals and flare out penalties. This will guarantee timely and transparent e-billing of companies therefore enhancing government revenue profile.

It also plans to improve on its Smart Inspection process which is the electronic monitoring and reporting system of petroleum products retail outlets nationwide. This gears towards generation of real time and accurate data of outlets to curb irregularities with regards to services rendered by those stations.

The DPR, had in 2004, automated the preorders of issuing Oil and Gas Industry Service Permit, OGISP, a statutory requirement issued to Nigerian  registered companies seeking to render services in the oil and gas sector and categorized into General, Major and Specialized segments.
