Nigeria’s Oil Upstream Regulator Repositions To Efficiently Develop Hydrocarbon Resources

The Nigerian Upstream Petroleum Regulatory Commission (NUPRC) has endorsed a petroleum exploration licence (PEL) agreement with SeaSeisGeophysical Limited (SeaSeis) to undertake the acquisition and processing of new 3D seismic and gravity data to support the efficient development of Nigeria’s hydrocarbon resources.

The Commission said the deal authorises SeaSeisGeophysical Limited, a geoscience and engineering company in partnership with NUPRC and TGS, an energy data and intelligence company, to undertake the acquisition and processing.

According to the statement, the official execution of the agreement between SeaSeisGeophysical and its partner, TGS, was held on Tuesday at the commission’s headquarters in Abuja.

“The major seismic data acquisition project, PEL No.5, covers an area of 11,700 square kilometres offshore the Eastern Niger Delta in water depths of 400-2800 meters,” the statement reads.

“The licence is expected to unlock stronger prospectivity, enhance subsurface understanding, and support more efficient development of Nigeria’s hydrocarbon resources in line with Section 71(1-10) of the Petroleum Industry Act (PIA) 2021.”

Speaking during the event, Oritsemeyiwa Eyesan, chief executive officer (CEO) of NUPRC, said the issuance of the PEL5 licence reflects the commission’s continued commitment to data-driven exploration, transparency, and long-term value creation for Nigeria and the oil and gas sector.

In his remarks, Goke Adeniyi, managing director of SeaSeisGeophysical Limited, described PEL5 as the company’s largest project in Africa, highlighting the significant opportunities in Nigeria’s upstream sector
